School Districts and Property Values in Chester County
By Real of Pennsylvania | Exton | — Week of March 30, 2026
In Chester County, the school district assigned to a home stands out as one of the most influential factors in real estate decisions. It directly shapes your annual property tax bill, the long-term resale value of the home, and the quality of education available to any children in the household. Even homes that appear nearly identical in size, style, and location can carry significantly different price tags simply because they fall into different districts.
Chester County is served by a collection of public school districts, including well-known ones such as West Chester Area, Downingtown Area, Great Valley, Avon Grove, and Twin Valley. These districts vary in size, from those serving tens of thousands of students across multiple townships to smaller, more localized ones. Each sets its own tax rate (millage), maintains its own academic reputation.
Highly rated districts tend to create a measurable demand premium. Homes in areas served by top-performing districts like Great Valley, West Chester Area, and Downingtown Area often sell for more than comparable properties just across an invisible boundary line. The opposite holds true as well.
One standout example is the Downingtown Area School District's STEM Academy at Downingtown East High School. This nationally recognized program has become a major draw for families, prompting many to specifically seek homes within its geography. The result has been sustained price appreciation and strong buyer interest in parts of Downingtown, Uwchlan Township, and Upper Uwchlan Township over the past decade.
A frequent source of confusion for buyers is the assumption that school district boundaries align neatly with township lines; they do not. Multiple districts can serve different sections of the same township. In Exton, for instance, some addresses fall into the West Chester Area School District while others, sometimes just a short distance away, belong to Downingtown Area. A difference of only a quarter mile can mean entirely different schools, programs, and tax rates.
District assignment is determined at the individual parcel level, not by neighborhoods or townships. Buyers should always verify the exact district for any property they are considering by checking official Chester County parcel data or contacting the school district directly. Relying solely on the listing description or casual assumptions can lead to unwelcome surprises after closing.
On the financial side, school district millage typically accounts for the largest portion of a homeowner’s annual property tax bill—often 60 to 70 percent or more. When comparing two otherwise similar homes in adjacent districts, the difference in yearly taxes can amount to thousands of dollars, over a 10- or 20-year ownership, which becomes substantial and should factor into affordability calculations from the very beginning.
Chester County’s parcel records include both assessed values and school district, making it possible to run side-by-side tax estimates before making an offer. Building this analysis into your decision process helps avoid falling in love with a home only to discover later that the ongoing costs don’t fit your budget.
Beyond public schools, Chester County offers a range of private and charter options, including institutions such as Malvern Preparatory School, Episcopal Academy, Villa Maria Academy, and West Chester Friends School. Some families choose private education regardless of the public district, which changes how they weigh the school tax.
Chester County, school tax is calculated as Assessment × Millage, with 1 mill = $1 per $1,000 of assessed value. Homestead relief usually does not create a separate homestead tax rate; instead, it reduces taxable assessed value. Multi-county districts can have different rates by county, so the figures below are specifically for the Chester County portion.
Chester County school district millage rates (FY 2025–26):
Avon Grove 36.0000; Coatesville Area 44.3640; Downingtown Area 31.9100; Great Valley 25.2200; Kennett Consolidated 34.9942; Octorara Area 43.4600; Owen J.
